Project 2025 Fact Sheets

Potential Ramifications for Labor Unions and Workers’ Rights

Project 2025, developed by the Heritage Foundation with contributions from 140 former Trump staffers, outlines significant policy changes that could substantially impact labor unions and workers’ rights. The proposed measures encompass wage reductions, job security concerns, challenges to union rights and collective bargaining, changes to overtime and child labor regulations, potential cuts to federal workers’ benefits, and alterations to healthcare and anti-discrimination protections. The following sections will break down each area and highlight the potential implications.

  1. Wage Reductions and Job Security: The repeal of Davis-Bacon prevailing wage laws and the Bipartisan Infrastructure Law could dramatically lower wages for construction workers on federal projects and hinder the creation of union jobs. Additionally, eliminating Project Labor Agreements and reinstating Industry Registered Apprenticeships may undermine unionized apprenticeship programs and reduce job security for union members.
  2. Union Rights and Collective Bargaining: The plan proposes making it easier for employers to dissolve unions mid-contract and obtain waivers from federal labor laws protecting workers’ paychecks and overtime. Furthermore, the exclusive use of secret ballots for union recognition would eliminate pre-hire agreements, weakening union organizing efforts and making it more difficult for unions to represent workers effectively.
  3. Overtime and Child Labor: Project 2025 suggests that employers should be allowed to compensate overtime with paid time off instead of overtime pay and combine weeks to avoid paying overtime. In addition, repealing child labor protections could expose young workers to hazardous conditions in industries such as mining and meatpacking.
  4. Federal Workers and Benefits: The blueprint includes proposals to cut paychecks and retirement benefits for federal workers and calls for Congress to consider eliminating their union rights altogether, further diminishing workers’ job security and financial stability.
  5. Healthcare and Anti-Discrimination Protections: The proposed cuts to Medicaid benefits, taxation of employer-paid health coverage, and limiting access to benefits for dependents under age 26 could reduce access to affordable healthcare for many workers. Additionally, making it illegal for the Equal Employment Opportunity Commission to collect data on workplace discrimination could hinder the prosecution of civil rights violations and allow discriminatory practices to persist.

Project 2025 could significantly weaken labor unions, reduce wages, and erode workers’ rights across various sectors. For a comprehensive examination of these proposals and their potential impact, refer to the following document.
